The Development of RENU Evaluation Model for The Project Evaluation of Student’s Arts and Crafts Competition National Level

Abstract

This research aimed to: 1) investigate current conditions, challenges, and key components of Project evaluation The Student Arts and Crafts Project Competition National Level, and 2) develop and validate the RENU evaluation model. Using Research and Development methodology, the study integrated four evaluation approaches: Advocacy and Policy Change Evaluation, CIPP Model, Meta-Evaluation, and Mixed Methods Evaluation. Nineteen policy stakeholders were selected through purposive sampling. Research instruments included semi-structured interviews, expert reviews, component synthesis forms, and manual evaluation forms. Data were analyzed using descriptive statistics and content analysis. The research results were found as follows;


1) The results indicated that the Arts and Crafts Project, implemented for over 100 years, aims to develop student skills and promote national soft power. However, it lacks a structured evaluation framework to inform policy decisions. The developed RENU model comprises 9 components: 1) evaluation objectives, 2)evaluators, 3)standards/indicators, 4)methods, 5)data sources, 6)interpretation,
7) reporting, 8) meta-evaluation, and 9) utilization of results.       


2) Validation confirmed the model's high quality in accuracy, appropriateness, and feasibility, with the accompanying manual rated as highly suitable


The RENU evaluation model provides policymakers with an effective tool for accessing accurate, credible, and systemically aligned information for project evaluation. It enables the collection and interpretation of high-quality data that reflect the systemic goals of project development at both local and national levels. Through this systems-based evaluation approach, the model enhances policy advocacy and supports evidence-based decision-making, ultimately contributing to policy adjustments that genuinely address the needs of stakeholders and foster sustainable, meaningful change.
