The development of an education promotion model with a professional learning community to enhance the ability to be a mentor and classroom learning management of student teachers

Abstract
This article aims to: 1)develop a model for promoting education management through a Professional Learning Community (PLC); 2) examine the mentoring abilities of cooperating teachers; and 3) study the instructional management abilities of student teachers. The research employed a mixed methods approach, with a sample consisting of 45 cooperating teachers and 138 fourth-year student teachers who participated voluntarily. Research instruments included focus group interviews,
a practicum training manual, and assessment tools for evaluating the abilities of both cooperating teachers and student teachers. The findings revealed that the developed model, known as the “PTRU Model,” comprises four key mechanisms: Plan – aligning training plans with the policies of the Teachers’ Council and university; Train – providing training for cooperating teachers and student teachers to enhance professional understanding and skills; Recommend and Supervision – collaborative classroom support from mentors and university supervisors; and Unite of Experience – creating platforms for sharing best practices from teaching experiences. The implementation process includes five main steps: team building, clear instructional planning, action study, reflection, and learning summary. These steps are designed to support the development of instructional skills among both cooperating teachers and student teachers. The results indicated that cooperating teachers demonstrated a high level of mentoring ability, as reflected in both self-assessments and evaluations by the research team. Student teachers showed an overall instructional management ability with an average score of 76.63%. The study highlights that a professional learning community is an effective approach to enhancing the practicum process for teacher education and should be further applied in future professional development programs.
