The Development of New Public Management Model for Provincial the Teachers' Council of Thailand

Abstract
The current situation, the government policy framework for national development needs to be urgently developed and adjusted to reduce the gap in performance to have appropriate potential based on the principles of new public administration in order to cope with the trend of change and enhance the capacity of the public sector to be efficient in order to support the change by using digital technology for management for development and creating a management system, creating a system that promotes the development of personnel to have the necessary skills to provide digital public services, including improving laws and regulations to support development. Therefore, I am interested in studying the development of a new management model of the regional Teachers Council in order to lead to a new management model that can be developed and used for the benefit of regional administration of professional organizations of teachers and educational personnel.
This research aimed to study 1) study the current state of provincial the Teachers' council of Thailand management, 2) explore best practices in new management approaches provincial the Teachers' council of Thailand, and 3) The development of new public management model for provincial the Teachers' council of Thailand. This mixed-methods study was conducted in three phases: Phase 1 involved examining the current management situation through surveys collected from regional educational council administrators, staff, and service users. Phase 2 investigated exemplary practices in the management of regional educational councils through multiple case studies, utilizing in-depth interviews with key informants including the heads of regional offices and administrative staff. Phase 3 developed a new management model based on data analysis and synthesis from Phases 1 and 2, subsequently reviewed for accuracy and relevance by five experts. The research results were found as follows;
1. Current management conditions of the Provincial Teachers' Council found that: 1) The opinions of administrators revealed a highest level and officials revealed a high level. 2) The opinions of administrators and officials for policy Implementation revealed a high level. and 3) The opinion of the recipients of the Provincial Teachers' Council service revealed a high level.
2. Best management practices included the recruitment of highly capable personnel, clear and appropriate policy directives, proactive and participatory management, collaborative governance focusing on service outcomes, and the development of IT systems and digital skills to enhance efficiency.
3. The new public management model for provincial the Teachers' council of Thailand comprises six elements: inter-organizational cooperation, teamwork, information technology, outcome orientation, network development, and digital literacy skills.
Knowledge from this research can be applied to develop the structure, determine the appropriate management model, and drive policies that fully respond to the missions and duties as prescribed by law.
