Guideline for Developing Learners' Quality and Educational Management in Remote Highland Boarding Schools: Fostering Citizenship Competencies in Learning Community School

Abstract
This Article aimed to study (1) Analyzes the factors that influence student quality and educational management in boarding schools. (2) Synthesizes good practices observed in learning community schools (3) creates and develops guidelines for enhancing learner quality and education in boarding schools in remote highland areas. The research is three-steps integrated approach that uses R&D concepts farmwork. The research areas are boarding schools in northern Thailand. The key informants are the school administrators and teachers, 24 in total from 6 boarding schools by purposive sampling. There were three types of research tools, i.e., data survey, success assessment and in-depth interview. The data analysis used mean, standard deviation, factor analysis. Whereas the Qualitative data was analyzed by content analysis and write descriptive narratives. The results of the research showed that
1. The components of factors affecting the quality development of learners and the management of boarding school education consisted of 4 components: Administrators and Teachers, Organizing plans/Activities to develop the competencies of learners to be new generation of citizens, Providing a safe environment and Organizing systems and facilities convenience, media and technology.
2. Good practice of schools as learning communities is to adjust the vision of administrators and teachers through a 3-part of learning activity system, i.e., Cooperative learning learners, Teachers design an active learning with professional learning community circuits. and The engaging parents and people in local communities.
3. The guidelines are considered appropriate, and beneficial for develop schools systematically by the experts. The guidelines stress the importance of arranging Input, Processes, and Output. Implementation in two dimensions, are learners development. and school education management.
The Knowledge from the research is as follows; 1) Learners have the competencies of the new generation of citizens, are able to use knowledge skills, vocational skills, life skills, attitudes and attributes 2) Administrators and teachers develop their professions using the profession learning community and 3) Boarding schools in remote highland areas have guidelines for developing learners' competencies to become new generation of citizens and managing school education as a learning community.
