Abstract

This research aimed to 1) explore managerial preparation changing position to be Smart City HuaHin municipality.2) explain correlation between affecting factors of managerial preparation changing position with managerial preparation changing position to be Smart City .3) present prototype of managerial preparation changing position to be Smart City.
This was mixed research consisted of Qualitative approach and Quantitative research. Documentary analysis and in-depth purposive interview were data collection from 17 Key informants. Documentary analysis and interpretation were analytical tool. On quantitative research, questionaries were applied as data collection tools. Sample were 500 residents of HuaHin municipality. Analytical statistics analysis were frequencies percentages mean standard deviation t test ANOVA F Pearson correlation and Multiple regression. The outcomes were as follows; 1) managerial preparation changing position to be Smart City; HuaHin municipality were moderate level. 2) correlation between affecting factors of managerial preparation changing position with managerial preparation changing position to be Smart City was statistical positive at .01level 3) Prototype of managerial preparation changing position to be Smart City; HuaHin municipality =.195 constant +340 smart economics factor +.278 smart contexts factor +.160smart Public Administration factor +Smart Residents factor +.064 Smart living factor. Prototype of managerial preparation changing position to be Smart City; HuaHin municipality could applied for another Local Administration Organization on upgrading to be Smart City.
