Retrenchment strategies for supporting Fiscal risk management; City Municipalities in Western Provinces Thailand

Abstract

Fiscal risk was one of fiscal weakness factors and inefficient fiscal management that cause municipalities to face fiscal crises in the future. Since the continued budget deficit, it has an impact on the financial status or liquidity of the municipality and results in the municipality having to incur a large amount of additional debt. or there is an abnormal increase in the level of outstanding debt beyond the specified level. The purposes of research were to (1) explore fiscal risk management; City Municipalities in Western Province Thailand. (2)  explain correlation between Affecting factors of fiscal risk management with Retrenchment strategies for supporting Fiscal risk management ;City Municipalities. (3) present model of Retrenchment strategies for supporting  Fiscal risk management ;City Municipalities. This was mixed research begin with Qualitative approached; three-year consecutive annual budget of sample municipalities analysis. In-depth interview with 21 executives and high rank municipalities officers and nonparticipation observant. Content analysis and interpretation were analytical means. The outcomes were confirmed by Quantitative approached, 400 men consisted of member of Municipalities Council and personnel of target Municipalities were sample of this research. Questionaries were data collection tools, Analytical statistics were percentages standard deviation mean Pearson Correlation and Multiple Regression.


The Major outcomes were (1) fiscal risk management City Municipalities in Western Province Thailand were high level. (2)  correlation between Retrenchment strategies for supporting Fiscal risk management ;City Municipalities with Affecting factors were statistical positive moderately high at .01 level. (3) Affecting factors  could forecast retrenchment strategies for supporting  Fiscal risk management ;City Municipalities at 64.1 percent.
