The Development Guidelines of Instructional System for Building Morality, Ethics, Code of Conduct of Police Profession for Police Cadet

Abstract

A study: “ways to administrate learning and teaching concentrating on promoting police cadets’ professional virtue, morality and ethics” was a qualitative research aiming to study problems, obstacles and limitation of police cadets’ professional virtue, morality and ethics promotion from the past until the present and to study ways to administrate learning and teaching concentrating on promoting police cadets’ professional virtue, morality and ethics. The researchers have applied literature review, in-depth interview and group interview. The informants included police officers, local people divided into five areas. In-depth interview was also applied with six groups of key informants. The results were as follows: (1) internal factors: lack of role models, limitation of Royal Police Cadet Academy’s teaching and learning administration, semi-military system and cadet recruitment giving more importance on knowledge than ethics, external factors: image, non-development, people’s bias and officer’s individual environment and (2) teaching and learning should focus on expected learning outcome, positive training, indirect instruction teaching and learning and to be close with people as much as possible. The research recommendation is that Royal Thai Police should mainly consider policy on morality and ethics.
