Developing a Public Participation Model for Community Resource Management to Enhance Good Local Governance: A Case Study of Ban Sai Nuea, Na Luang Sen Subdistrict, Thung Song District, Nakhon Si Thammarat

Abstract
This research aimed to 1) examine the level of public participation in community resource management to enhance good local governance, 2) analyze the components of community participation using exploratory factor analysis (EFA), 3) develop and test the structural fit of a causal relationship model of factors influencing the level of community participation in local resource management using structural equation modeling (SEM), and 4) develop a participatory model for community resource management to enhance good local governance through the integration of quantitative and qualitative findings. The study employed a mixed-methods research design, combining quantitative and qualitative approaches. The quantitative sample of 150 participants included 97 local residents (data derived from a previous study) and 53 external stakeholders selected through purposive sampling. The research instruments consisted of a five-point Likert-scale questionnaire and semi-structured interviews, both of which were validated for content validity by three experts, with item-level IOC values ranging from 0.67 to 1.00. Quantitative data were analyzed using descriptive statistics, t-test, exploratory factor analysis (EFA), and structural equation modeling (SEM), while qualitative data were analyzed through content analysis. The results revealed that the overall level of community participation was high, comprising four key components: decision-making, implementation, benefit sharing, and evaluation. The developed causal model demonstrated a good fit with empirical data (χ²/df = 1.96, RMSEA = 0.045, CFI = 0.95, GFI = 0.93, TLI = 0.94). Significant predictors of participation included access to information, trust in local organizations, and prior participation experience. The policy recommendations emphasize strengthening continuous participatory mechanisms and promoting community development based on good local governance principles.
