Abstract

This research aimed to: (1) examine the levels of cultural soft power, government policies, integrated marketing communication, consumer behavior, consumer expectations, and tourism decision-making; (2) analyze the effects of these factors on tourism decision-making; and (3) identify guidelines for enhancing tourism decision-making in Chiang Mai Province. This study employed a mixed-methods research design. For the quantitative phase, the sample consisted of 500 tourists traveling within Chiang Mai Province. Structural equation modeling (SEM) was conducted using ADANCO version 2.7. For the qualitative phase, 20 key informants, including small business entrepreneurs and Thai tourists in Chiang Mai Province, participated in semi-structured interviews. Qualitative data were analyzed using descriptive narrative analysis.

The results revealed that: (1) soft power, government policies, integrated marketing communication, consumer behavior, consumer expectations, and travel decision-making were all rated at a high level, with mean scores of 3.84, 3.70, 3.72, 3.81, 3.63, and 3.89, respectively. The standard deviations were 0.695, 0.721, 0.742, 0.707, 0.767, and 0.657, respectively. (2) The total effects of soft power, government policies, integrated marketing communication, consumer behavior, and consumer expectations on travel decision-making were 0.972, 0.323, 0.431, 0.346, and 0.248, respectively. (3) The development of cultural identity and conservation-oriented tourism was identified as a key factor in attracting a greater number of tourists to Chiang Mai Province. Promoting tourism activities that connect with local communities, such as learning about Lanna traditions, handicrafts, and local cuisine, helps create distinctive experiences and encourages repeat visitation. In addition, the development of infrastructure, particularly accessible public transportation systems, along with improvements in environmental quality, especially the mitigation of PM2.5 air pollution, represents an essential approach to supporting sustainable tourism development in the long term.
