Abstract

This qualitative research purposes 1) to evaluated project of community isolation at Houihan school, Wiangkaen district, Chiang Rai province 2) to studied problems, obstacles and limitation of working at community isolation and 3) to made recommendation and looking for improvement plan of community isolation in the case to face another disaster in the future. Key-informants were 17 persons who was working in the community isolation. Research instruments to collected information were CIPP model interviewed forms. Information analysis by data separation method and data quality inspection by triangulation from Key-informants representatives.     

The results show 1) context of community isolation starting from Covid-2019 outbreak by uncovered too much of infected persons inside community over than hospital efficiency to received, infected persons who had not serious symptom came to cure at community isolation to protect for pandemic to their families and communities. Inputs from ready of accommodation, staffs from organization in the community, medical supplies and instruments support from district level office and local government organization. Process tracing from job descriptions and responsibilities of the staffs and medical treatment followed from Ministry of Public Health principle. Follow-up and job improvement by head of office in the community. Outputs show 1 month annual had 84 infected persons and no one died, infected persons and their relatives satisfied from convenience of visited, infected persons had good mental health. Staffs feel proud of completion of work. 2) problems, obstacles and limitation of work were unpredictable amount of infected persons who coming in and could not determine working period of time stimulated staffs working with fatigued and expenditure following from government regulations 3) recommendation and way of improvement plan for disaster had 3 period were: before disaster, community should have plan to protect and plan to work as prepare for accommodation, staffs and budget. Disaster period is to follow plan, evacuation control, accommodation administration, security, provide of consumer goods, transportation and communication, and build help network. After disaster is to send sufferer back, protect from social stigma, accommodation restoration and budget process.
