Abstract
Essence of Decision: Explaning the Cuban Missile Crisis เขียนโดย Graham T. Allison ตีพิมพ์เมื่อปี ค.ศ. 1971 แม้จะตีพิมพ์มากว่า 40 ปี แต่เนื้อหาของหนังสือยังคงความคลาสิคที่ผู้สนใจศึกษากระบวนการนโยบายสาธารณะควรหามาอ่าน เพื่อจะได้ทำความเข้าใจการตัดสินใจดำเนินนโยบายสาธารณะของรัฐ และหนังสือได้ยกตัวอย่างสถานการณ์ที่แสดงให้เห็นอย่างเด่นชัดเกี่ยวกับการตัดสินใจดังกล่าว นั่นคือวิกฤตการณ์ขีปนาวุธคิวบา (Cuban Missile Crisis) ที่เป็นการปะทะกันระหว่างฝั่งประชาธิปไตยโดยประเทศสหรัฐอเมริกาและฝั่งคอมมิวนิสต์โดยสหภาพโซเวียต วิกฤตการณ์ในครั้งนั้นอาจนำไปสู่สงครามขีปนาวุธแต่การตัดสินใจดำเนินนโยบายโดยการเจรจาต่อรองทำให้เหตุการณ์ดังกล่าวไม่บานปลายออกไปกลายเป็นสงคราม
