Evaluation of the Phra Nakhon Sri Ayutthaya Health Plan

Abstract

Objective of this study was to evaluate the results of the 2019 Phra Nakhon Sri Ayutthaya Health Plan using the CIPP Model as a framework for the assessment of 4 aspects: context, input factors, process and productivity by collecting information from documents and the health plan performance report for the year 2019 analyzed by using descriptive statistics and the content analysis. The results of evaluation presented that in terms of context, the health plan of Phra Nakhon Sri Ayutthaya Province relating to 4 strategic plans of the Ministry of Public Health, Health Plan for Health Region 4, Provincial Plan and Local Health Problems. In terms of Input factors, it was found that the participants in the preparation of the plan consisted of the sub-district, district and provincial administrators and the sub-district, district and provincial undertakers attended a meeting to prepare a plan according to their duties or responsibilities which were separated by clearly strategic groups, but it was found that the budget was used as an expense for organizing a workshop to prepare a health plan for the year 2019 in the amount of 78,400 baht for the budget included in the provincial health plan under the strategy for excellence in 4 areas, 172 projects which the total was 86,765,992.17 baht. The governance excellence plan was the most highly used as 88%, followed by the service excellence plan was used as 9%. Disease prevention and excellent consumer protection plan and personnel plan were used as 2 and 1%, respectively. In terms of the process, it was found that the provincial health plan consisted of planning steps, implementing the plan, checking the process and adjusting the plan. Lastly, in terms of productivity, it was found that 37 indicators out of 64 indicators passed as 60.90% and when considered each strategy found that the strategies of disease prevention, disease control and health risk factor reduction passed as 70.59%, the strategy of health service system development passed as 45.16%, the strategy of organizational system development passed as 71.43%, strategy to develop an efficient management system passed 71.43% and the strategy of building the participation in health system management from all sectors passed as 50%.

Suggestions were found that health plans should be reviewed so as to solve problems by integrating both the provincial and district level for reducing the duplication. In addition, the effectiveness of each budget should be assessed if it was worth with the products.
