Participation of People on Development for Strategic Plan in Kudsatian Sub-District Administrative Organization of Sribunruang District in Nongbua Lamphu Province

Abstract

The objectives of this research were to focus on the level of participation for people on development of strategic plan in Kudsatian Sub-District Administrative Organization, to compare the participation of people on development of strategic plan, and to study the guidelines of development on people participation in developing the strategic plan. The samples were 326 heads of the household and 35 people were used in studying the suggestion and guidelines on development of participation including 20 representatives from family leaders living in Kudsatian Sub-District, 1 person of the president of Sub-District Administrative Organization, 6 representatives of the council of Kudsatian Sub-District Administrative Organization, and 8 people from Sub–District chiefs and village headmen from 8 villages. The instrument was questionnaires and the findings were shown by statistics including frequency, percentage, mean, standard deviation, t-test and F-test. The research found that the overall of participation on development of strategic plan was in medium level. People in households with different levels of education participated in the development of strategic plans differently. However, the participation in the development of strategic plans of different gender citizens was the same. Guidelines for people to participate in developing strategic plans were divided into 4 areas containing the aspect of participation on decision should be on survey of problems, troubles and needs of people, the aspect of participation on operation should be on meeting or communicating to inform people for participating on project operation, exchanging, learning, proposing the problems and needs, and expressing the opinions or the suggestion, the aspect of participation on receiving the advantage should be on finding the guidelines for people in having income, getting a job, supporting their occupation, creating love and harmony, and protecting the benefits of people and offering a full advantage to them, and the aspect of participation on evaluation should be on participation of people to evaluate and to follow up the plan, having the public forum of small groups of people, and surveying for satisfaction of people and using the results to improve further plan.
