ADMINISTRATION OF COMMUNICATION WITH MODERN TECHNOLOGY OF THE SECRETARIAT OF THE HOUSE OF REPRESENTATIVES
Abstract
Objectives of this study were significantly to explore (1) problems of administration of the communication with modern technology of the Secretariat of the House of Representatives, (2) development guidelines of the administration of communication with modern technology of the Secretariat of the House of Representatives, and (3) strategy of development guidelines of the administration of communication with modern technology of the Secretariat of the House of Representatives. The PANT-ITERMS Administration Concept of 5 aspects: Professional, Network, Teamwork, and Morality, was applied as significant research conceptual framework of this study.
Methodology of this research was designed the research design as mixed methods research applying quantitative research as a principal and qualitative research as a supplementary. The quantitative research was survey research collecting large field data from samples with questionnaires. The questionnaires passed try out of validity check at level of 0.93 and reliability check at level of 0.81. Population was all 1,108 people residing in 4 administrative areas of The Bangkok Metropolitan Authority. The 4 areas were located near the Secretariat of the House of Representatives. Sampling size was 1,108 people calculated by using Taro Yamane’s formula. Field data collection was operated during January 1-31, 2018, and total of 1,009 completed sets of questionnaire, equal to 91.06% of the 1,108 total samples, were returned. Data analysis was presented in contingency table with descriptive approach. Descriptive Statistics exercised were percentage, mean, and standard deviation. For qualitative data, in-depth interview of 9 experts, selected by the Snowball Sampling Concept with face to face interview of at least 60 minute each and structured in-depth interview form, was also applied.
Findings of this research were (1) the significant problem of administration was the Secretariat of the House of Representatives' s personnel hiring for responsibility of communication with modern technology with insufficient knowledge, ability, and experience in administration, (2) the significant development guidelines of administration were the Secretariat of the House of Representatives and executives at all levels should continuously support administration of communication with modern technology by hiring personnel with high knowledge, ability, and experience in administration, along with steady intentions of highly favoring the support of communication with modern technology and network for people services, and (3) the Secretariat of the House of should create and apply the strategy of development guideline of administration of communication with modern technology according to the PANT-ITERMS Administration Concept for planning and as the Key Performance Indicators including implement practically and continuously. Further development of the strategy should also be accomplished. The strategy should consist of 5 aspects arranging from the most importance to the least as follows: Professionalism, Technology, Network, Morality, and Teamwork.
