DEVELOPMENT OF SUPPLEMENTARY INSTRUCTION IN ADDITIONAL BASIC COMPETENCIES MODEL FOR STUDENTS IN THE DUAL VOCATIONAL SYSTEM UNDER THE OFFICE OF THE VOCATIONAL EDUCATION COMMISSION THROUGH ACTIVITY – BASED CAMP

Abstract
This article aims to 1) study the components, 2) develop and evaluate the model and 3) develop and evaluate the efficiency of supplementary instruction in additional basic competencies model for students in the dual vocational system under the Office of the Vocational Education Commission through activity – based Camp. The components were studied through in-depth interview with 19 specialists. The appropriateness of the model was evaluated by 9 experts using a 10-item questionnaire and analyzed the data by calculating the mean ( ) and standard deviation (S.D.) The effectiveness of the training program was evaluated through CIPP Model. The research results were found as follows; 1) The components of model consisted of 6 main components: needs analysis, basic competencies frame work, supplementary instruction through activity-based camps, post-camp evaluation, criteria of the dual vocational education system, and a stakeholder summary report; 2)The developed model of supplementary instruction has clear structure, interconnected elements, is easy to implement and its suitability was assessed at a high level by 9 experts and 3) The effectiveness of the training course is summarized as follows: The contextual evaluation found the overall suitability of the training course to be at the highest level. The initial factor evaluation showed a mean consistency index of 1.00 across all course components with the behavioral objectives. The process evaluation revealed average scores of 85.69%/84.80% for theoretical learning and 86.65% for practical learning. Training satisfaction was at the highest level, and the overall outcome evaluation was also at the highest level.
