GUIDELINES FOR ENHANCING THE EFFECTIVENESS OF THE SOCIAL SECURITY FUND BENEFITS MODEL FOR INSURED PERSONS UNDER SECTION 33 : EMPLOYEES IN GOVERNMENT AGENCIES IN PHETCHABURI PROVINCE

Abstract

This mixed-method research aimed to 1) study the effectiveness level of the Social Security Fund benefits model for insured persons under Section 33, 2) study the personal characteristics related to the effectiveness of the Social Security Fund benefits model for insured persons under Section 33, 3) study the perception of the replacement benefits of insured persons that have a causal relationship with the effectiveness of the Social Security Fund benefits model for insured persons under Section 33, and 4) study the guidelines for the effectiveness of the Social Security Fund benefits model for insured persons under Section 33. The sample consisted of 361 government employees in Mueang District, Phetchaburi Province and 10 key informants. Data were analyzed using percentages, means, standard deviations, one-way analysis of variance, multiple regression, and content analysis. Findings: 1) The effectiveness of the Social Security Fund benefits model for insured persons under Section 33 is at a high level overall. 2) Personal characteristics, including age, education level, and monthly income, have different opinions on the effectiveness of the Social Security Fund benefits model for insured persons under Section 33. 3) The perception of insured persons’ compensation benefits in the case of illness or accident, child support, maternity, disability, and old age have a cause-and-effect relationship with the effectiveness of the Social Security Fund benefits model for insured persons under Section 33 with statistical significance at the levels of 0.001, 0.001, 0.01, 0.05, and 0.05, respectively. 4) The guidelines for the effectiveness of the Social Security Fund benefits model for insured persons under Section 33 found that there should be public relations media and communication channels that reach the target group, there should be sufficient staff, there should be a channel for submitting electronic benefit applications, and there should be clear notification of Social Security Fund benefits.
