WATER MANAGEMENT STRATEGIES OF THE IRRIGATION AND MAINTENANCE PROJECT RECEIVING INUNDATION FROM LOWER PING RIVER

Abstract
This research aimed to 1) study the conditions, problems, and factors related to participatory water management strategies of the irrigation and maintenance project receiving inundation from lower ping river, 2) develop participatory water management strategies of the irrigation and maintenance project receiving inundation from lower ping river, and 3) evaluate the participatory water management strategies of the irrigation and maintenance project receiving inundation from lower ping river. The study employed a developmental research design. The sample population consisted of 18 civil servants of the department of irrigation and 254 users of irrigation water. The focus group participants included civil servants of the department of irrigation and users of irrigation water. totaling 21 persons. 8 informants participated in the interviews. 17 experts participated in the strategy development workshops, and 19 experts participated in the strategy evaluation. The research instruments included questionnaires, focus group discussions, interviews, workshops, expert-based seminars, and a strategy evaluation form. The statistical methods used were frequency, percentage, mean, standard deviation, and content analysis. The results revealed that 1) in terms of conditions, the project collaborated with irrigation water user groups in water management for all sectors of water users. Regarding problems, insufficient water resources and unstable conditions of the Ping River weirs were identified. Concerning factors, five internal factors and four external factors were found, with the overall mean at a moderate level. 2) The strategy development resulted in the formulation of a vision, mission, objectives, strategic issues, strategies, indicators, and measures for water management. 3) Strategy evaluation results showed consistency and appropriateness, Feasibility and acceptability are at the highest and substantial level.
