GUIDELINES FOR THE DEVELOPMENT OF SOIL LEAF ISSUING SERVICES FOR THE PEOPLE OF THE DEPARTMENT OF NATURAL RESOURCES AND ENVIRONMENT VIENTIANE PREFECTURE LAO PEOPLE'S DEMOCRATIC REPUBLIC

Abstract

          The objectives of this research article were to 1) assess the need for soil leaf issuing services for the people of the Department of Natural Resources and Environment Vientiane Capital, Lao People's Democratic Republic. 2) study the guidelines for the development of the soil leaves by using two blended research method which were conducted 2 phases of research. The population in this quantitative research was 12,860 people who came to get the soil leaves, a sample of 375 people. Target groups in qualitative research are: 1) qualified person With knowledge and experience related to the issuance of the soil coat of 15 persons. 2) is the number of stakeholders in the service of leaves the soil of 30 people, choose a specific. Qualitative research introducing: focus groups. Research tools used: 1) The questionnaire had an IOC value between 0.67 - 1.00 and the entire confidence value of 0.94. 2) structured interview form and 3) guideline evaluation form The quantitative data were analyzed by using a computer program in social science. Descriptive statistics were used such as percentage, frequency, mean and standard deviation. Analyze visual data use content analysis Synthesize the texture and summarize the overview. The results of the research revealed that: 1) Evaluation of the need for soil leaf issuing services for the people of the Department of Natural Resources and Environment Vientiane Capital, Lao People's Democratic Republic, found that. The priority was as follows: Number 1, The equitable service had a PNI _modified 0.17 value. Number 2, In terms of rapid service and continuous service, PNI _modified 0.11. Number 3 Sufficient service and condition of service providers or officers, PNI _modified 0.09. And number 4 in the provision of services that have progressed according to the specified standards, PNI _modified 0.07. 2) Results of determining guidelines for the development of soil leaf issuing for the people of the Department of Natural Resources and Environment Vientiane Prefecture Lao People's Democratic Republic found that the development approach consists of 6 approaches, 18 developments.
