THE DEVELOPMENT OF PROCESS IN IMPLEMENTATION ACCORDING COOPERATIVE PRINCIPLE OF THE RUBBER REPLANTING AID FUND (ORRAF) COOPERATIVES BAN THA FUEANG LIMITED IN KANCHANADIT DISTRICT, SURAT THANI PROVINCE

Abstract

          The objective of this article was to study the implementation problems according to cooperative principle by studying the information from the related documents and research, and studying from the fieldwork through conversations with two groups which were divided to three steps: 1) To create an implementation framework according to cooperative principle, 2) To examine   the implementation framework according to cooperative principle, and 3) To assess and improve the development of process in implementation according to cooperative principle of the rubber Replanting aid Fund (ORRAF) Cooperatives Ban Tha Fueang Limited in Kanchanadit district, Surat Thani. The facilitators evaluated them with activities, methods, behavior, and the researchers assessed the process.

          From the filed work, in step1 There were seven implementation problems according to cooperative principle which could be concluded in the following – the voluntary membership and no blocking membership, the members’ informal control in democracy, the members’ economic participation, the independence and objectivity, information presentation, the cooperation between cooperatives, and the attention to the community. In step 2, The recreation and development of the improved implementation framework according to cooperative principle after examining. Then, I tested this according to the AIC process with people (who weren’t in the sample group) of the rubber replanting and fund cooperatives Ban Tha Fueang Limited. In step 3, To evaluate and develop the development of process in implementation that was to use the developed implementation plan in the way of AIC process with the sample group. The experimental results in the evaluation of each activity and method were appropriated and easier to understand the implementation process. In the same way, the behavior assessment result showed that the attendants in this development process had good learning behavior, and the AIC process result showed that the development of process in implementation according to cooperative principle were appropriated.
