Abstract

This research aims to1) Analyze factors in the strategic management of modern public sector organizations that contribute to creating value and sustainability in local government organizations.2)Propose strategic management guidelines for modern public sector organizations that contribute to creating value and sustainability in  local government organizations. The research was conducted by surveying a sample of 400 individuals,  working in Local government Organizations in Mueang District, Chiang Rai Province. The research instrument was a semi-structured questionnaire with a 5-point rating scale. Data was collected through both direct and online surveys using Google Forms. Data analysis was performed using descriptive statistics, including frequency, percentage, mean, standard deviation, skewness, kurtosis, and correlation coefficient (r) of the variables. The research findings revealed that factors of strategic management in modern public sector organizations include strategic planning, human resource management, operational excellence, digital transformation and innovation, and building a strong organizational culture. There is a statistically significant positive correlation (p<0.01) between value creation and sustainability. The beneficial impacts of setting a clear vision, mission, and creating a learning organizational culture on creating value and sustainability.
