Potential Development of Local Leaders in Samutprakan Province According to the NPM Approach

Abstract

The research objectives were: (1) to study the problems and obstacles of the development of local leaders' potential in Samutprakan Province according to the NPM approach, and (2) to study the potential development of local leaders in Samutprakan Province according to the NPM approach. This research was qualitative.  The study from key informants who were selected by purposive selection with 20 people who were important, having knowledge, understanding, experience and were directly related to this research, namely, Provincial Administrative Organization Administrators, municipal administrators, sub-district administrative organization administrators, village headmen, community leaders and people in Samutprakan Province.  The instruement was a structured interview collecting by in-depth interview.  Data were analyzed by descriptive summary. The results found that (1) The problems and obstacles in the development of local leaders' potential in Samutprakan Province according to the NPM approach were: 1) lack of specially designed curriculum, including experts, to develop the potential of local leaders according to the NPM approach.  2) Lack of budget, facility, equipment and modern technology for training and development of local leaders' potential. 3) Lack of continuous development of local leaders' potential both from the government and other relevant agencies; and 4) Local leaders did not see the importance of self-improvement, and did not cooperate in training in various fields seriously. And (2) developing the potential of local leaders in Samutprakan Province according to the NPM approach should be development in various aspects, namely:


1) administration; 2) knowledge and competence in work, 3) important attitudes at work, 4) suitable personality at work, and 5) morality and ethics.
