Strategy for the Development of the National Defense Industry of Thailand

Abstract

The research objectives aimed: (1) to study the problems and obstacles of the strategy of the development of the national defense industry of Thailand; and (2) to study the strategy for the development of the national defense industry of Thailand. This research was qualitative. The key data providers used in the research were those involved in government policy making, corporate executives in government agencies, national defense industry operators, Association Board of Directors concerned and related scholars total of 20 key informants by method of purposive selection. The results found that (1) Problems and obstacles of the Thai defense industry development strategy was found that there was a lack of clear and consistent policies in the system, rules, orders, regulations and laws that still using it, not responding to the current situation, lack of military equipment, standards shortage of personnel, lack of coordination throughout the system investment and budget constraints as well as a lack of consideration of the interests and outcomes on national security as a key factor for various sectors.  And


(2) the national defense industry development strategy of Thailand consisted of 1) Coordination between government and industrial sectors found that the public and private sectors in Thailand had integrated cooperation in many ways. 2) Research and development Technology found that the development of the industry 4.0 and the Defense Technology Protection Technology, B.E. 2562, resulting in clear development 3) Promoting / supporting entrepreneurs in the national security industry found that the development of the development strategy act establishing a special economic promotion area increasing procurement ratios, etc. 4) Human resource development found that there must be a cooperation between government agencies, private sectors and educational institutions, both domestic and international. 5) The global supply chain was found that the industrial sector requires commercial facilities from the government and 6) Offset Policy found that the compensation policy was an important factor affecting the competitiveness of the defense industry in Thailand.
