Management of Thai Health Service Systems During The Covid-19 Crisis
Abstract
The research objectives were: (1) to study the management of Thai health service systems during the COVID-19 crisis and (2) to study the problems and obstacles of the management of Thai health service systems during the COVID-19 crisis. This research was qualitative, collecting data from key informants by purposive selection from the policy-level government administrators, doctors, nurses, academics, village health volunteers and key informants. The research instrument for collecting was in-depth interview and data analysis by a descriptive summary method. The results found that (1) Problems and obstacles in the management of Thai health care system in the crisis of COVID-19 outbreak. The problem of inadequate nursing care facilities shortage of materials for treatment and operation shortage of medical personnel Patient's non-cooperation, lack of knowledge in personnel operations, coordination between different sectors caused conflicts to arise. The problem of inequality in access to public health services and distrust of vaccination. And (2) the management of Thai health service system during the Covid-19 crisis, in terms of policy, had to implement policies had to be appropriate, flexible, consistent with the situation and in the same direction management. The Ministry's policy had been implemented as a standard throughout the country in the form of One Stop Service. The allocation of manpower emphasized appropriateness with the workload and the number of COVID-19 patients. Knowledge and understanding of the work had been created for personnel in terms of budget. More budgets had been approved for support in various fields in order to be sufficient for work operations and compensation management. Materials, equipment, drugs, medical supplies were allocated for prevention and care. Methods, rules and regulations had been established and distributed to various sectors to be sufficient for the operation of the facility. Hospitals were inadequate to accommodate COVID-19 patients. Therefore, a place must be prepared in the form of a field hospital.
