PEOPLE’S PARTICIPATION IN THE ADMINISTRATION OF WATTHANA NAKHON SUB-DISTRICT ADMINISTRATIVE ORGANIZATION, WATTHANA NAKHON DISTRICT OF SA KAEO PROVINCE

Abstract

Objectives of this paper were: 1. To study the level of people's participation in the administration of Watthana Nakhon Sub-district Administration Organization, Watthana Nakhon District, Sa Kaeo Province, 2. To study the relationship between administration according to Saraniyatham principles and people participation in the administration of Watthana Nakhon Sub-district Administrative Organization, Watthana Nakhon District, Sa Kaeo Province and 3. To study guidelines for the development of people's participation in the administration of Watthana Nakhon Sub-district Administrative Organization, Watthana Nakhon District, Sa Kaeo Province. The methodology was the mixed methods the qualitative research, data were collected from 7 key informants by in-depth interviewing from 7 Key Informants and analyzed by descriptive content interpretation from a frequency table of the key informants. In the quantitative research, data were collected with questionnaires from 375 samples derived from the populations of 5,762 people who lived at Watthana Nakhon District. Watthana Nakhon District Sa Kaeo Province using sampling method from Taro Yamane's formula. The data were analyzed by frequency, percentage, Mean, Standard Deviation and analyzed the relationship between the factors of administration according to the principle of Saraniyatham and the participation factors of the Wattananakorn Sub-district Administrative Organization, Watthana Nakhon District, Sa Kaeo Province Analyzed by finding the relationship between the variables using Pearson's Product Moment Correlation Coefficient method.

            Findings were as follows:

1. The level of people’s participation in the administration of Watthana Nakhon Sub-district Administration Organization, Watthana Nakhon District, Sa Kaeo Province by overall was at a moderate level with a mean value of 3.21 and all aspects were also at the moderate levels in descending order according to the mean as follows: Participation in operation was at the moderate level with a mean value of 3.28. Participation in receiving benefits was at a moderate level with a mean value of 3.27. Participation in decision making was at a moderate level with the mean value of 3.24, and the participation in the evaluation was a moderate level, with the mean value of 3.03 accordingly.


2. The relations between the administration and people participation of Watthana Nakhon Sub-district Administrative Organization, Watthana Nakhon District, Sa Kaeo Province, by overall, had a positive relationship at a moderate level (R = 0.469 **) with a statistically significant level of 0.01 indicating that the more Sub-district Administrative Organization administered according to Sarayatham, the more people participated in the administration.

          3.The guidelines for the development of people participation were: 1. Promote public awareness of the importance of participation in local administration at every step. There should be more frequent surveys on the people understanding of participation in each project administration in order to improve and correct the development more relevantly, 2. Support the promotion of public relations on each project for mutual understanding between Sub-district Administrative Organizations and people within the service area by providing training to develop communication to achieve the results of communication through various channels, 3. Support and promote linkage with Buddhist projects by providing more activities linked to Buddhist activities to build a good relationship between the people network organizations in the service area and  4. Encourage people to have a mutual understanding of managing resources and the local environment correctly and efficiently by providing training and knowledge about local resources and environment management for the community for efficient and effective management.
