Abstract

       The educational policy of Thailand in the past could not solve all problems, especially the problems of students’ learning achievement and school readiness issues which were directly related.  When considering for students’ achievement, from the concept of System theory, it could be considered as the output/ product of the teaching process. For the school readiness issues relating to various components including the context, input, process and impact. For Thailand’s education 4.0 is one of the government guideline with an important focus on the learners, in addition to receiving the knowledge still have to be developed important skill in daily life and analytic thinking skill which to be able to create products or creative innovation.


         Therefore, this article aimed to present guideline to solve the school readiness problem and to propose guideline to develop of education policy for Thailand’s education 4.0 to be “security, prosperity and sustainability. The researcher used documentary research and has reviewed literature, concepts, theories then presenting the development of Thailand education policy in 2 issue.  For issue 1: guideline for solving school readiness problem which requires integration of cooperation from many groups of stakeholder such as school administrators, teachers, students, parents and surrounding communities. The researcher proposed the guideline into 3 dimensions; 1) ready children 2) ready schools and 3) ready families and community.  In addition, for issue 2: guideline to develop of education policy for Thailand’s education 4.0 to be “security, prosperity and sustainability. The researcher used the New Public Management (NPM) concept to propose a model for development which must consist of 3 important components, Philosophy of New Public Management; Hexagon Wisdom for Change (6E’s) and Ultimate outcomes.
