The Approach for Promoting the People’s Network Participation in Drought Management through the Groundwater Bank Innovation
Abstract
Drought management is a task that exceeds the capacity of a government agency to manage only one agency, not all the relevant agencies involved in drought management, and the implementation of the National Preparatory Plan is limited and lacks effective support measures. Therefore, this academic article aimed to study the guidelines for promoting public network participation in drought management through groundwater bank innovation. This article was the documentary study by analysis and synthesis, then present as description. The guidelines for promoting public network participation in drought management were; (1) to push the groundwater banks as the urgent agenda for community, (2) to establish the management partnerships, (3) the achievement holistic management, (4) to promote the local administrative organizations and communities to be administrative partners, and (5) to provide the opportunities for stakeholders to participate in management.
