Abstract
This study aims to determine the beginning of the occurrence of coal mining which resulted in the loss of the East Kalimantan community, the attitude of the government in responding to the problems of coal mining, and community income inequality with the government. qualitative research methods that use research methods with qualitative descriptive techniques. Data collection techniques in this study used literature studies obtained through secondary data. This research shows that people who are disadvantaged from various aspects due to the ongoing coal mining and the power of the community to stop mining are always seen as resistance to the state.
