Abstract

Background and Aims: Recognizing the importance of promoting safety in schools through participatory management, the researchers conducted this research with the following objectives: 1) to study the current situation and needs, 2) to create a model, and 3) to study the effectiveness of using the participatory management model in promoting safety in schools.

Methodology: Phase 1: Study of the Current State and Essential Needs. Study of documents, concepts, theories, and related research. In-depth interviews with 5 experts. Data analysis through content analysis. A study of essential needs for participatory management in promoting school safety. The population is the educational institutions under the Samut Sakhon Primary Educational Service Area Office, totaling 102 schools. Two informants were selected for each school: 1 school administrator and 1 teacher responsible for school safety promotion, totaling 204 informants. Data were collected using a questionnaire on the current and expected states. Data analysis involved finding the frequency, percentage, mean, standard deviation, and analysis of the data using the Need Index. Phase 2: Construction of the Participatory Management Model in Promoting School Safety. This involved a focus group discussion with 9 experts to draft the components of the participatory management model for promoting school safety and to provide recommendations on drafting the model. Data analysis involved content analysis. An Expert Seminar with 9 experts was conducted to verify the model and evaluate its correctness, appropriateness, feasibility, and utility. Data analysis involved content analysis, finding the mean, and the standard deviation. Phase 3: Study of the Results of Applying the Participatory Management Model in Promoting School Safety. This involved supervision of the educational institutions under the Samut Sakhon Primary Educational Service Area Office, totaling 102 schools, by a committee of 5 members. Self-assessment of the educational institutions was conducted. The informants were 1 school administrator, totaling 102 informants. Data analysis involved finding the mean and standard deviation. A study of Satisfaction was conducted by surveying the schools under the Samut Sakhon Primary Educational Service Area Office, totaling 102 schools. Two informants were selected for each school: 1 school administrator and 1 teacher, totaling 204 informants. Data analysis involved finding the frequency, percentage, mean, and standard deviation.

Results: 1. Current situation and necessary needs include: 1) Causes of problems and obstacles, comprising issues related to policy and oversight, stakeholder participation, personnel knowledge and skills, environment, buildings, equipment, budget, risk management systems, safety behavior, and culture. 2) The school has a high need for development in all aspects of participatory management to promote school safety. 2. Model of Participatory Management for Promoting School Safety: This model consists of six main components: 1) Principles of the model, 2) Goals of the model, 3) Objectives of the model, 4) Process of the model (with five sub-components and ten indicators): 4.1) Identifying collaborative actions (three indicators), 4.2) Implementing identified actions (four indicators), 4.3) Evaluating results collaboratively (one indicator), 4.4) Using evaluation results for improvement (one indicator), 4.5) Ensuring sustainability (one indicator), 5) Implementing the model, and 6) Outcomes of the model. The model has been reviewed by experts and is considered highly accurate, appropriate, feasible, and beneficial overall.

Conclusion: The results of using a participatory management model to promote safety in educational institutions include: 1) the overall implementation of the model was at the highest level; 2) the school was at the highest level of safety; and 3) the school was at the highest level of satisfaction with the overall model.
