Abstract

Background and Aims: Academic administration is a critical mission of educational institutions, as stipulated in the National Education Act B.E. 2542 (1999) and its subsequent amendments, along with the policy of “One Subdistrict, One Quality School,” which aims to develop rural schools into learning centers and reduce educational disparities. However, quality schools at the subdistrict level still face challenges in managing teaching and learning as well as promoting community participation. Therefore, this study aims to examine the current and desired states of academic administration, identify essential needs, and explore strategies for developing academic administration toward excellence in quality schools at the subdistrict level under the jurisdiction of Maha Sarakham Primary Educational Service Area Office 3.

Methodology: This study employed a mixed-methods design in two phases. Phase 1 examined the current status, desired status, and essential needs in academic administration among 308 participants, including school administrators (n = 34), school board chairpersons (n = 34), and teachers (n = 240). Data were collected through questionnaires and interviews and analyzed using means, standard deviations, and the index of essential needs. Phase 2 explored development strategies for areas with the highest identified needs, namely instructional media, innovations, and technology; learning processes; and assessment, evaluation, and transfer of learning outcomes. Semi-structured interviews with five key informants were conducted to inform the drafting of targeted development strategies.

Results: The research found that the management of academic affairs toward excellence in Subdistrict Quality Schools is currently at a moderate level, whereas the desired state is at the highest level. The development need index was 0.42. Accordingly, three areas of development comprising a total of seventeen strategies were proposed to enhance the management of academic affairs toward excellence.

Conclusion: The research findings indicated that the academic administration of Subdistrict Quality Schools was at a moderate level, whereas the desired state was at the highest level, with a total necessity index of 0.42. Consequently, three development dimensions encompassing a total of seventeen strategies were established to enhance academic administration toward excellence, within the operational framework of the Maha Sarakham Primary Educational Service Area Office 3.
