The Influence of E-Government Development on Open Government

Background and Aims: The present state of public administration aims at governance, which consists of 6 principles, i.e., rule of law, merit, transparency, participation, responsibility, and value for money. From these principles, we can see that transparency is the key to others and should be prioritized as the most important principle. The advance of computers and information, and communication technology facilitates the development of e-government and can potentially promote the government’s transparency. This research was conducted to examine the effects of the development of e-government on governments’ transparency.
Methodology: Data used in this research were the advancement of e-government collected by the UN E-government Knowledgebase, and the open government data collected by the World Justice Project, used as the data of governments’ transparency. The data from 112 countries were analyzed by regression.
Results: The analysis showed that the development of e-government can explain 55.9% of the variation of open government. Two elements of the development of e-government that can explain the open government were participation by electronic instruments and human capital development
Conclusions: Some elements of the development of E-Government affect open government. Therefore, we should keep developing E-government so that it can foster open government and strengthen governance.
