Abstract

Background and Aims: The research on requesting police officers' academic ranks for the teachers in educational institutions of the Royal Thai Police for academic quality development aims to study (1) investigate the concepts, theories, and principles of requesting police officers' academic ranks for the teachers in educational institutions of the Royal Thai Police for academic quality development; (2) explore the legal measures of Thailand and the foreign countries on requesting police officers academic ranks for the teachers in educational institutions of the Royal Thai Police for academic quality development; (3) analyze the problems on requesting police officers academic ranks for the teachers in educational institutions of the Royal Thai Police for academic quality development; and (4) draft the model law on requesting police officers academic ranks for the teachers in educational institutions of the Royal Thai Police for academic quality development.

Methodology: This research applied a qualitative research methodology consisting of documentary research and in-depth interviews.

Results: Regarding the usage of concepts, principles, and theories in analyzing the request for police officers academic ranks for the teachers in educational institutions of the Royal Thai Police for academic quality development, the Royal Thai Police has established the National Police Act B.E. 2565 to control and this law has issued criteria and evaluation methods to appoint police officers for the teachers in educational institutions of the Royal Thai Police and people acting as teachers in educational institutions of the Royal Thai Police shall be experienced, knowledgeable, and skillful. However, there are no criteria to specify the appointment of academic ranks, which leads the teachers to be short of academic quality development for applying knowledge and expertise in their areas to produce academic works.

Conclusion: Therefore, the researcher would like to propose the request of police officers’ academic ranks for the teachers in educational institutions of the Royal Thai Police for academic quality development with the criteria of legal essence as follows: (1) requesting an assistant professor position, (2) requesting an associate professor position, and (3) requesting a professor position.
