การศึกษาสภาพการดำเนินงานห้องสมุดสถานศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ในเขตกรุงเทพมหานครและปริมณฑล

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาความคิดเห็นของผู้บริหารผู้ปฏิบัติงานห้องสมุดที่มีต่อลักษณะการดำเนินงานและปัญหาของห้องสมุดสถานศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ในเขตกรุงเทพมหานครและปริมณฑล ประชากรที่ใช้ในการวิจัยได้แก่ ผู้บริหารและผู้ปฏิบัติงานห้องสมุดสถานศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ในเขตกรุงเทพมหานครและปริมณฑล จำนวน 100 คน โดยแบ่งเป็นผู้บริหาร 32 คน และผู้ปฏิบัติงานห้องสมุด จำนวน 68 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยสรุปได้ดังนี้ 1. สภาพการดำเนินงานห้องสมุดสถานศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ในเขตกรุงเทพมหานครและปริมณฑล พบว่าส่วนใหญ่มีนโยบายการบริหารงานที่กำหนดโดย หัวหน้างานห้องสมุดหรือบรรณารักษ์ เป็นหน่วยงานที่ขึ้นตรงต่อฝ่ายวิชาการ บุคลากรห้องสมุดประกอบด้วยหัวหน้างานห้องสมุดและเจ้าหน้าที่ที่ปฏิบัติงานห้องสมุด งบประมาณประจำปีได้รับจากหน่วยงานต้นสังกัด ลักษณะห้องสมุดไม่เป็นอาคารเอกเทศ ปัจจัยที่ห้องสมุดใช้ในการจัดหาจัดซื้อทรัพยากรสารสนเทศ คือ ความสอดคล้องของหลักสูตรการเรียนการสอนของสถานศึกษา ห้องสมุดมีทรัพยากรสารสนเทศเพียงพอต่อความต้องการใช้ของผู้ใช้บริการ จัดหมวดหมู่ทรัพยากรสารสนเทศโดยใช้ระบบทศนิยมดิวอี้ (DC) บริการห้องสมุดที่มีมากที่สุดคือ บริการยืม-คืน ระบบเครือข่ายอินเทอร์เน็ตและคอมพิวเตอร์ไม่สมบูรณ์ ยังไม่มีการนำระบบ RFID มาใช้ 2. ความคิดเห็นของผู้บริหารและผู้ปฏิบัติงานห้องสมุดต่อการดำเนินงานห้องสมุดสถานศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ในเขตกรุงเทพมหานครและปริมณฑล มีความคิดเห็นโดยรวมอยู่ในระดับปานกลาง คือ ห้องสมุดมีจำนวนทรัพยากรสารสนเทศเพียงพอ มีการจัดหาทรัพยากรสารสนเทศที่

สอดคล้องกับหลักสูตรการเรียนการสอนและตรงต่อความต้องการของผู้ใช้บริการ เวลาในการเปิดปิดบริการเหมาะสม บรรณารักษ์ให้ความสำคัญในด้านงานบริการและมีการรายงานสถิติอย่างสม่ำเสมอ 3. ปัญหาการดำเนินงานห้องสมุด มีปัญหาโดยรวมอยู่ในระดับปานกลาง เมื่อจำแนกเป็นรายข้อปัญหาที่พบคือ ความรู้ความเข้าใจลักษณะงานห้องสมุดของผู้บริหารมีปัญหามากที่สุด การจัดสรรงบประมาณไม่เพียงพอ การจัดทำสื่อเข้าห้องสมุดของครูยังมีน้อย บุคลากรที่ทำหน้าที่จัดหมวดหมู่หนังสือไม่เพียงพอ จำนวนคอมพิวเตอร์และความไม่สมบูรณ์ของเครือข่ายอินเทอร์เน็ต 

A Study of the Operations of College Libraries Under the Office of the Vocational Education Commission in Bangkok Metropolis and Its Environs

In this thesis, the researcher inquires into the opinions of selected administrators and library practitioners regarding operational characteristics and attendant problems of college libraries under the Office of the Vocational Education Commission in Bangkok Metropolis and its environs.

The sample population consisted of 100 administrators and

practitioners at college libraries under the office of Vocational Education Commission in Bangkok Metropolis and its environs. Of the members of the sample population, 32 were administrators and 68 practitioners. The instrument of research was a questionnaire.

Using techniques of descriptive statistics, the researcher analyzed the data obtained in terms of percentage, mean and standard deviation.

Findings are as follows: 1. In respect to the operations of the libraries under study, the researcher found that administrative policy was determined by the head of the Library Subdivision or librarians. Administratively, the Library Subdivision is a department falling directly under the academic division. It is characteristic of these libraries not to be housed in a building of their own. The factor governing how information resources were procured and purchased was whether or not such resources were in congruence with the curricula at the colleges where the libraries were located. The libraries had sufficient information resources for the needs of users. Information resources were classified. The categorization of information resources was conducted with DC. The Internet network and computer was not complete. The RFID was not in use. 2. The opinions of administrators and library practitioners towards the operations of college libraries under the Office of the Vocational Education Commission in Bangkok and its vicinity in an overall picture was at a moderate level. The libraries had sufficient information resources. Information resources were provided incongruent with the curricula of the instruction and study and met the needs of users. The opening and closing times were appropriate. Librarians paid attention to service work and reported statistics in a regular manner. 3. Problems in the operations of libraries were found to be at a moderate level in an overall picture. When classified by items, the problems found were as follows: Administrators’ knowledge and understanding of the characteristics of library work were found to have problems at the highest level. The allocation of budget was not sufficient. The construction of materials to be kept in the library was found to be minimal. Personnel cataloging books and the number of computers were not sufficient. The Internet system was not complete.
