ความสำเร็จของการนำนโยบายด้านสวัสดิการสังคมไปปฏิบัติ ของเทศบาลเมืองประจวบคีรีขันธ์ จังหวัดประจวบคีรีขันธ์

Abstract

การวิจัยครั้งนี้เป็นการวิจัยแบบผสมด้วยการใช้การวิจัยเชิงปริมาณเป็นหลักและการวิจัยเชิงคุณภาพเสริมมีวัตถุประสงค์เพื่อ 1) ศึกษาระดับปัจจัยที่มีอิทธิพลต่อการนำนโยบายและการนำนโยบายสวัสดิการสังคมไปปฏิบัติของเทศบาลเมืองประจวบคีรีขันธ์ จังหวัดประจวบคีรีขันธ์ 2) ศึกษาปัจจัยที่มีอิทธิพลต่อการนำนโยบายสวัสดิการสังคมไปปฏิบัติของเทศบาลเมืองประจวบคีรีขันธ์ จังหวัดประจวบคีรีขันธ์ กลุ่มตัวอย่าง ได้แก่ ประชาชนที่อาศัยอยู่ในเขตพื้นที่ของเทศบาลเมืองประจวบคีรีขันธ์ จังหวัดประจวบคีรีขันธ์จำนวน 391 คน แล้วสุ่มกลุ่มตัวอย่างด้วยวิธีการสุ่มแบบกลุ่มแล้วสุ่มแบบง่าย ในการวิจัยเชิงคุณภาพได้สุ่มแบบเฉพาะเจาะจงจากกลุ่มตัวอย่างที่มีความรู้ความเข้าใจในนโยบายสวัสดิการสังคม รวมจำนวน 9 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม แบบสัมภาษณ์แบบมีโครงสร้าง วิเคราะห์ข้อมูลโดยการหาค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การวิเคราะห์เส้นทาง

ผลการวิจัยพบว่า 1) ระดับของปัจจัยที่มีอิทธิพลต่อการนำนโยบายสวัสดิการสังคมไปปฏิบัติของเทศบาลเมืองประจวบคีรีขันธ์ จังหวัดประจวบคีรีขันธ์เห็นด้วยอยู่ในระดับปานกลางและการนำนโยบายไปปฏิบัติมีความสำเร็จอยู่ในระดับปานกลาง 2) ปัจจัยด้านเป้าหมายและวัตถุประสงค์ของนโยบาย มีอิทธิพลทางตรงและทางอ้อมในเชิงบวกต่อความสำเร็จในการนำนโยบายด้านสวัสดิการสังคมไปปฏิบัติ ส่วนปัจจัยด้านสมรรถนะองค์การที่นำนโยบายไปปฏิบัติและด้านการสนับสนุนจากทางการเมืองและประชาชนมีอิทธิพลทางตรงและเชิงบวกต่อความสำเร็จในการนำนโยบายด้านสวัสดิการสังคมไปปฏิบัติส่วนปัจจัยด้านความเพียงพอของทรัพยากร ด้านลักษณะของหน่วยงานที่นำนโยบายไปปฏิบัติ ด้านการวางแผนและควบคุม มีอิทธิพลทางอ้อมในเชิงบวกต่อความสำเร็จในการนำนโยบายด้านสวัสดิการสังคมไปปฏิบัติของเทศบาลเมืองประจวบคีรีขันธ์ จังหวัดประจวบคีรีขันธ์

Success of Policy Implementation on Social Welfare of Town Municipality PrachuapKhiri Khan

This research is mixed methods research by using qualitative research is primarily and quantitative research as a supplement. The purpose of this research were to study 1) Level of factors that was influence to policy implementation and policy implementation on social welfare of Town Municipality PrachuapKhiri Khan.2) Factors that was influence to policy implementation on social welfare of Town Municipality PrachuapKhiri Khan. The sample included people who live in Town Municipality PrachuapKhiri Khan 391 samples by stratified random sampling. Qualitative research using purposive sampling from 9 samples who have understanding in social welfare policy. Data were collected using 5-point rating scale questionnaires and checklist, structured interview and were statistically analyzed in percentage, standard deviation, arithmetic mean and path analysis.

The finding revealed as follows : 1) Level of factor that influence to policy implementation on social welfare of town municipality Prachuap Khiri Khan was agreed in moderate level and policy implementation was success in moderate level. 2) Factor on goals and objectives of policy that was positively direct and indirect influence to success of policy implementation on social welfare while factor on organizational capability that took action on policy implementation and private and public support were positively direct influence to success of policy implementation on social welfare. Factor on adequacy of resources in characteristic of the implementing agencies on planning and control was positively indirect influence to success of policy implementation on social welfare of town municipality Prachuap Khiri Khan.
