บทคัดย่อ

        งานวิจัยนี้เป็นงานวิจัยเชิงเชิงนโยบายเพื่อศึกษาสภาพองค์กรและกำหนดยุทธศาสตร์ของภาควิชาดนตรีตะวันตก วิทยาลัยการดนตรี มหาวิทยาลัยราชภัฏบ้านสมเด็จเจ้าพระยา มีวัตถุประสงค์เพื่อศึกษาองค์ประกอบของภาควิชาดนตรีตะวันตก ในด้านสภาพแวดล้อมขององค์กรและศึกษารูปแบบของภาควิชาดนตรีตะวันตกในด้านยุทธศาสตร์ ผู้วิจัยและคณะได้เลือกใช้วิธีการเก็บข้อมูลเชิงคุณภาพ และใช้การวิเคราะห์ SWOT เพื่อวิเคราะห์สภาพแวดล้อมภายในและภายนอกของภาควิชาดนตรีตะวันตกและใช้เทคนิคการระดมสมองในการเก็บข้อมูล โดยประกอบด้วยผู้ให้ข้อมูล 16 คน และใช้กระบวนการวิเคราะห์สภาพแวดล้อมภายในและภายนอกเพื่อเสนอรูปแบบกลยุทธ์ภาควิชาดนตรีตะวันตก

        ผลศึกษาพบว่าภาควิชาดนตรีตะวันตก มีการเจริญเติบโตทางด้านองค์กร โดยประกอบไปด้วย ด้านการบริหารงานเชิงนโยบาย ด้านประชากร ด้านหลักสูตร ด้านทรัพยากร การวิเคราะห์ข้อมูลสภาพแวดล้อมภายนอกและภายในได้ให้ผลของกลยุทธ์ SO-เอาโอกาสมาใช้ กลยุทธ์ ST-กำจัดภัยคุกคาม กลยุทธ์ WO – ปรับปรุงตนเอง กลยุทธ์ WT-ลดความเสี่ยง หรือหลีกเลี่ยง จึงพบว่าภาควิชาดนตรีตะวันตกมีกลยุทธ์ ทั้งหมด 26 ข้อ และนำไปสู่ยุทธศาสตร์เป็นแผนระยะยาว พ.ศ. 2560 ถึง พ.ศ. 2564

 Abstract

        This study is the research of policies to examine the state of an organization and determined the strategies for Western Music Department, College of Music, Bansomdejchaopraya Rajabhat University. The study aims to investigate the elements of the Western Music Department regarding the organizational environment and its styles. The author has collected the information using the qualitative method. The SWOT analysis was applied to analyze the external and internal environment of the Western Music Department. The technique of brainstorming has been used in gathering the information from 16 informants and the external and internal environment analysis process has been implemented to propose the strategies for the Western Music Department.

        The findings indicated that the Western Music Department has undergone the organizational improvements which including the policies management, personnel, curriculum, resources. The external and internal environment analysis suggested that the effective strategies are the SO strategy - opportunities exploitation, ST strategy - eliminate threats, WO strategy - self-improvement, WT strategy - reduce or avoid risks. It has been found that the Western Music Department has 26 strategies which have been developed as a long-term plan for 2017-2021.
