รูปแบบการพัฒนาคุณลักษณะภาวะผู้นำของผู้บริหารสถานศึกษายุคใหม่ เพื่อก้าวสู่ประชาคมอาเซียน : Leadership Development Model of School Administrators to Step into the ASEAN Community

บทคัดย่อ

          การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์และสังเคราะห์การพัฒนาคุณลักษณะภาวะผู้นำของผู้บริหารสถานศึกษายุคใหม่เพื่อก้าวสู่ประชาคมอาเซียน เพื่อสร้างรูปแบบการพัฒนาคุณลักษณะภาวะผู้นำของผู้บริหารสถานศึกษายุคใหม่เพื่อก้าวสู่ประชาคมอาเซียน และเพื่อประเมินรูปแบบการพัฒนาคุณลักษณะภาวะผู้นำของผู้บริหารสถานศึกษายุคใหม่เพื่อก้าวสู่ประชาคมอาเซียน การดำเนินการวิจัยแบ่งออกเป็น 3 ขั้นตอน คือ ศึกษาเอกสาร ทฤษฎี และสัมภาษณ์ผู้ทรงคุณวุฒิ 9 คน นำมาร่างแบบสอบถาม จำนวน 104 ข้อเพื่อพัฒนาคุณลักษณะภาวะผู้นำของผู้บริหารสถานศึกษา โดยนำแบบสอบถามไปใช้กับโรงเรียนในโครงการ Spirit of Asean ของโรงเรียนประถมศึกษา และมัธยมศึกษาทุกภูมิภาค 3 รูปแบบ คือ โรงเรียน Sister schoolsโรงเรียน Buffer schools และโรงเรียน Asean focusschools จำนวน 68 โรงเรียน กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางขนาดตัวอย่างของเครจซี่และมอร์แกน ได้กลุ่มตัวอย่างจำนวน 59 โรงเรียนการสุ่มตัวอย่างโรงเรียนใช้วิธีการสุ่มแบบแบ่งประเภท (Stratified random sampling) โดยมีผู้ให้ข้อมูลของแต่ละโรงเรียน ประกอบด้วย ผู้อำนวยการ 1 คน และรองผู้อำนวยการหรือผู้ที่ปฏิบัติหน้าที่แทน 4 คน รวมทั้งสิ้น 295 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตรประมาณค่า กำหนดคำตอบเป็น 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ค่าส่วนเบี่ยงเบนมาตรฐาน (Standard deviation) และการวิเคราะห์องค์ประกอบสำรวจ (Exploratory factor analysis) และประเมินรูปแบบการพัฒนาคุณลักษณะภาวะผู้นำของผู้บริหารสถานศึกษายุคใหม่เพื่อก้าวสู่ประชาคมอาเซียนโดยใช้การสัมมนาของผู้เชี่ยวชาญ (Connoisseurship) จำนวน 13 คน

          ผลการวิจัยพบว่ารูปแบบการพัฒนาคุณลักษณะภาวะผู้นำของผู้บริหารสถานศึกษายุคใหม่เพื่อก้าวสู่ประชาคมอาเซียน มีองค์ประกอบหลัก 7 ด้าน คือ ด้านวิสัยทัศน์ มี 4 ตัวบ่งชี้ ด้านความเข้าใจความหลากหลายของวัฒนธรรม มี 2 ตัวบ่งชี้ ด้านการบริหารจัดการอย่างชาญฉลาด มี 3 ตัวบ่งชี้ด้านความสามารถ ในการสร้างแรงจูงใจ มี 4 ตัวบ่งชี้ ด้านผู้นำการเปลี่ยนแปลง มี 2 ตัวบ่งชี้ ด้านทักษะการสื่อสาร 4 ตัวบ่งชี้ และ ด้านเทคโนโลยีสารสนเทศ มี 4 ตัวบ่งชี้ผู้วิจัยได้นำผลการวิเคราะห์ค่าทางสถิติองค์ประกอบหลักทั้ง 7ด้าน นำมาพัฒนาเป็นรูปแบบการพัฒนาคุณลักษณะภาวะผู้นำของผู้บริหารสถานศึกษายุคใหม่เพื่อก้าวสู่ประชาคมอาเซียน และประเมินรูปแบบการพัฒนาคุณลักษณะภาวะผู้นำของผู้บริหารสถานศึกษายุคใหม่เพื่อก้าวสู่ประชาคมอาเซียนโดยใช้การสัมมนาของผู้เชี่ยวชาญ

Abstract

          The purposes of this research were to analyze and synthesize the leadership characteristic development of the new era school administrators to step into the ASEAN   community, to create the leadership characteristicdevelopment model of the new era school administrators to step into the ASEAN community and to evaluate the leadershipcharacteristic  development model of the new era school administratorsto step into the ASEAN community.The research was conducted into 3 stages; Studying the document, theories, interviewing 9 connoisseurs to create a questionnaire and creating a questionnaire to develop the characteristic of the new era school administratorsand collectingthe data from the spirit of ASEAN schools, primary schools, and 30 secondary schools throughout the Sister Schools, Buffer Schools, and ASEAN focus schools.The samples were 68 school directors and deputy school directors. They were collected by stratified random sampling and used the Krejcie and Morgan table. The research instrument was the 5 level rating scale questionnaire. The data were analyzed by using percentage, mean, standard deviation, exploratory factor analysis, and 13 connoisseur evaluation.

          The research found that the leadership characteristic development model of the new era school administrators to step into the ASEAN community was composed of 7 aspects namely the vision with 4 indicators,the understanding of the culture diversities with 2 indicators,the smart management with 3 indicators,the motivation capability with 4 indicators,the leadership with 2 indicators,the communication skill with 4 indicators, andthe information technology with 4 indicators.Researcher has been used the 7 results for developing to the model of the new era school administrators  to step into the ASEAN community by organizing discussion group with 13 specialists to confirm the model.
