บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมและกำหนดยุทธศาสตร์การป้องกันรักษาความสงบเรียบร้อยตามแนวชายแดน เขตนครหลวงเวียงจันทน์ สาธารณรัฐประชาธิปไตยประชาชนลาว เป็นการวิจัยแบบผสมผสาน แบ่งการวิจัยเป็น 2 ระยะ ได้แก่ ระยะที่ 1 การวิจัยเชิงปริมาณ เก็บข้อมูลกับกลุ่มตัวอย่าง จำนวน 328 คน โดยใช้เครื่องมือวิจัยคือแบบสอบถาม ระยะที่ 2 การวิจัยเชิงคุณภาพ เก็บข้อมูลกับกลุ่มเป้าหมาย คือ ผู้เชี่ยวชาญที่มีความรู้และประสบการณ์ด้านการป้องกันและรักษาความสงบเรียบร้อยตามแนวชายแดน จำนวน 30 คน โดยใช้เครื่องมือวิจัยคือแบบประเมินความเหมาะสมและความเป็นไปได้ของยุทธศาสตร์ วิเคราะห์ข้อมูลด้วยโปรมแกรมคอมพิวเตอร์สำเร็จรูป สถิติในการวิจัย ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1) ระดับการมีส่วนร่วมในการป้องกันและรักษาความสงบเรียบร้อยตามแนวชายแดน ภาพรวมอยู่ในระดับปานกลางทุกด้าน เรียงจากค่าเฉลี่ยมากไปหาน้อย ได้แก่ 1.1) การมีส่วนร่วมค้นหาปัญหาและสาเหตุของปัญหาความไม่สงบเรียบร้อยตามแนวชายแดน 1.2) การมีส่วนร่วมปฏิบัติงานตามแผนการป้องกันและรักษาความสงบเรียบร้อยตามแนวชายแดน 1.3) การมีส่วนร่วมวางแผนแก้ไขปัญหาการป้องกันและรักษาความสงบเรียบร้อยตามแนวชายแดน 1.4) การมีส่วนร่วมติดตามและประเมินผลงานป้องกันและรักษาความสงบเรียบร้อยตามแนวชายแดน 2) ผลการกำหนดยุทธศาสตร์การป้องกันและรักษาความสงบเรียบร้อยตามแนวชายแดนแบบมีส่วนร่วม เขตนครหลวงเวียงจันทน์ สาธารณรัฐประชาธิปไตยประชาชนลาว พบว่า มี 1 วิสัยทัศน์ 4 พันธกิจ 4 เป้าหมาย 4 ตัวชี้วัด 4 ประเด็นยุทธศาสตร์ ซึ่งประเมินระดับความเหมาะสมและความเป็นไปได้ของยุทธศาสตร์พบว่า ภาพรวมอยู่ในระดับมากผ่านการประเมิน
