บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาตัวบ่งชี้และตรวจสอบความสอดคล้องของโมเดลโครงสร้างตัวบ่งชี้การบริหารเทคโนโลยีสารสนเทศและการสื่อสารเพื่อการเรียนรู้ ของโรงเรียนระดับประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ วิธีดำเนินการวิจัยมี 2 ระยะ คือ ระยะที่ 1 การกำหนดกรอบแนวคิดและพัฒนาตัวบ่งชี้ โดยการรวบรวมข้อมูลจาก 2 แหล่ง ได้แก่ 1) แหล่งข้อมูลเอกสารงานวิจัย 2) แหล่งข้อมูลบุคคล โดยการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 5 คน และการใช้เทคนิคเดลฟายแบบปรับปรุง 3 รอบ โดยผู้เชี่ยวชาญ จำนวน 21 คน ระยะที่ 2 การตรวจสอบโมเดลโครงสร้างตัวบ่งชี้ที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ โดยรวบรวมข้อมูลจากจากผู้บริหารสถานศึกษาและครูผู้ดูแลระบบ ICT ในโรงเรียนระดับประถมศึกษา ปีการศึกษา 2562 จำนวน 800 คน โดยการสุ่มแบบหลายขั้นตอน เครื่องมือในการวิจัยครั้งนี้เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมมั่น เท่ากับ 0.95 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่ามัธยฐาน และค่าพิสัยระหว่างควอไทล์ ผลการวิจัยพบว่า 1) การบริหารเทคโนโลยีสารสนเทศและการสื่อสารเพื่อการเรียนรู้ มีจำนวน 5 องค์ประกอบหลัก 20 องค์ประกอบย่อย 76 ตัวบ่งชี้ และ 2) โมเดลมีความสอดคล้องกับข้อมูลเชิงประจักษ์ (Chi-Square =22.55, df=40, p=0.98817, GFI=1.00, AGFI =0.99, RMSEA=0.000, CN=2248.66) เมื่อพิจารณาค่าน้ำหนักขององค์ประกอบสามารถเขียนสมการโครงสร้างได้ ดังนี้ TY = 0.99(TD) + 0.89(TC) + 0.88(TB) + 0.80(TE) + 0.71(TA)
