Management of Foreign Workers : A Case Study of Nakhon Phanom Province

Abstract
The purposes of this research were to study the context and situation of foreign workers in
Nakhon Phanom Province (2011-2015), analyze the problems and management potential of foreign workers in Nakhon Phanom Province, study the guideline of increasing the potential of managing foreign workers along the border of Nakhon Phanom Province, and study and recommend the policies in managing foreign workers along the border of Nakhon Phanom Province. The target groups consisted of 380 people which included entrepreneurs, citizens and foreign workers using purposive selection. A
qualitative study was used in this research. The research tools were academic papers, journal articles,theses, research reports, questionnaires, group discussions, information from websites, information fromInternet, laws, rules, and regulations related to foreign workers. The data was collected from the sample group by using two approaches: using structured interviews, and using group discussion. The descriptive analysis was used to analyze the data. The research results showed that 1) the context of foreign workers
from 2011-2015 presented that there were 6,818 legal foreign workers from 2011-2015, the highest
amount was Lao which there were 6,613 people (percent 96.66) whereas the least amount was
Cambodian which there were 91 people (1.34%). The impact of the entry of foreign workers in Nakhon Phanom Province consisted of (1) legal problems such as human rights and foreign workers, and (2) physical problems which was the social impact. 2) Problems and potential of managing foreign workers in Nakhon Phanom Province consisted of (1) readiness for managing foreign workers in Nakhon Phanom Province, (2) the perspective of regulations that related to foreign workers, (3) welfare and health insurance system, (4) the demand for foreign workers, and (5) foreign workers in Nakhon Phanom Province. The Summary of problems and policies that the government should focus were divided into 4
aspects: (1) the use of foreign workers, (2) the foreign workers' livelihoods, (3) the foreign workers' health, and (4) the violence, infringement, the impact and organization of foreign workers for developing foreign
workers to be a quality human resource of Thailand. 3) From the study, the researcher presented guidelines for increasing the potential in managing foreign workers along the border of Nakhon Phanom Province into groups of agencies as follows; (1) law enforcement agencies, (2) rights and welfare agencies, (3) education agencies, (4) public health agencies, and (5) foreign workers management agencies. 4) From
the research, the researcher has presented the policy suggestions for managing foreign workers along the border of Nakhon Phanom Province in the suggestion section for applying the research results.
