The objectives of this research were to develop indicators and examine the consistency of the structure of the information and communication technology management for learning Indicators of primary schools under the primary educational service area offices model. This research was divided into 2 phases: Phase 1: the conceptualization and Indicator development by collecting data from 2 sources such as 1) research sources, and 2) personal data sources by interviewing 5 experts and 3 rounds of the Delphi technique was used by 21 experts. Phase 2: the examining of the structure of the information and communication technology management for learning Indicators of primary schools under the primary educational service area offices model with empirical data.The data was collected from 800 school administrators and teachers of ICT administrators in primary schools in the academic year 2019 using multistage random sampling. The instrument of this study was a 5-rating scale questionnaire with a 0.95 reliability. The median and interquartile range were employed to analyze the data. The results revealed that 1)The administration of information and communication technology for learning consisted of 5 main components, 20 sub-elements, and 76 indicators, and 2) The model is consistent with the empirical data (Chi-Square = 22.55, df = 40, p = 0.98817, GFI = 1.00, AGFI = 0.99, RMSEA = 0.000, CN = 2248.66) when determining the weight of the element, the structural equation can be written as TY = 0.99 (TD) + 0.89 (TC) + 0.88 (TB) + 0.80 (TE) + 0.71 (TA).
