Innovative Organization and Good Governance of Thai Customs

Abstract
This article is a part of the research on “The Approach to Development of Innovative Organization with Good Governance for the Customs Department”to present the problems, needs, suggestions and policies of the Customs Department. Practical problems and current situations regarding the vision and missions of the Customs Department gathered from related documents and brainstorming sessions are mentioned in this article. In this study, content analysis was used to analyze the collected data. The study found four issues in the Customs Department: trade facilitation and national logistics system promotion; national economic promotion by Customs-related measures and international trade report; social safeguard based on Customs control systems; and tax collection with fairness, transparency, and efficiency. The study also found 5 main strategies to level up the administration to the innovative organization which are multi-sector participation encouragement, the use of proactive approach, innovative technology creation and employment, data or information management, and expert’s advice taking for goods inspection. These findings can be used in the development of the administration in response to the main policies shaped by the Ministry of Finance as well as the Thailand 4.0 national policy.
