กระบวนการเป็นเมืองในชนบท: ข้อคิดเห็นบางประการสำหรับประเทศไทย

บทคัดย่อ

บทความนี้มุ่งเสนอแนวคิดหนึ่งเกี่ยวกับกระบวนการเป็นเมืองในประเทศกำลังพัฒนา โดยเฉพาะอย่างยิ่งประเทศในภูมิภาคเอเชียซึ่งสามารถใช้อธิบายกระบวนการเป็นเมืองในชนบทของหลาย ๆ ประเทศรวมทั้งในประเทศไทย กระบวนการเป็นเมืองรูปแบบใหม่ที่เกิดขึ้นในประเทศไทย ส่วนหนึ่งเป็นผลมาจากการกระจายอุตสาหกรรมโดยกลไกตลาดซึ่งเป็นธรรมชาติของประเทศที่มีการพัฒนาเอกนคร กระบวนการดังกล่าวก่อให้เกิดเป็น “ภาคมหานครที่ขยายออกไป” ในบริเวณพื้นที่ภาคกลางของประเทศ ในแง่นโยบายภาครัฐจำเป็นต้องเอาใจใส่ภาคดังกล่าวเป็นพิเศษ เนื่องจากเป็นทั้งโอกาสและข้อจำกัดในการพัฒนา

The purpose of this article is to present a new concept of urbanization in developing countries especially in Asia. It describes how rural areas of several countries including Thailand become urbanized. Urbanization in rural areas in Thailand is the outcome of market force industrial decentralization, which is one of the features of Primate City. Urbanization is also shaping a new region, the Extened Bangkok Metroplitan Region (EBMR) in the Central part of Thailand. The Thai government should pay special attention to this new region as it can be positive or negative towards national development as a whole.
