การที่ญี่ปุ่นทำการปฏิรูปการศึกษายุค 2000 มีเหตุผลหลักคือเพื่อเพิ่มศักยภาพในการผลิตสินค้าเพื่อสนองตอบต่อทุนนิยมของญี่ปุ่นอันจะนำประเทศไปสู่ความยิ่งใหญ่ทางเศรษฐกิจ ญี่ปุ่นตั้งปณิธานไว้เสมอว่าจักต้องพัฒนาเทคโนโลยีระดับสูงให้ทัดเทียมสหรัฐอเมริกาให้จงได้ ญี่ปุ่นได้ประกาศว่าตั้งแต่นี้ไปคือ ศตวรรษแห่งการเรียนรู้ ญี่ปุ่นต้องการสร้างชาติต่อจากนี้ไปให้เป็นชาติแห่งการศึกษาและวัฒนธรรม ชาติแห่งความคิดสร้างสรรค์ทางวิทยาศาสตร์และเทคโนโลยี ญี่ปุ่นเป็นชาติที่มีจิตวิญญาณของการแข่งขันสูงและแข่งขันในระดับโลก ญี่ปุ่นกล่าวว่าเงื่อนไขที่คนญี่ปุ่นจะดำรงอยู่ในโลกนี้ได้นั้นต้องพัฒนาเทคโนโลยีระดับสูงเพียงประการเดียวและสิ่งนี้คือเหตุผลของการปฏิรูปการศึกษาครั้งล่าสุด

Japan has announced that the only way the Japanese will survive in this world is by improving advanced technology, hence the reason for education reform.
