POLICY OF ROLE ADJUSTMENT FOR SUPERVISING MASS TRANSIT SYSTEMS OF BANGOK MASS TRANSIT AUTHORITY (BMTA)

Abstract

This research article aimed to study the role adjustment policy for supervising mass transit systems of the Bangkok Mass Transit Authority (BMTA); study the impacts of role adjustment policy for supervising mass transit systems of the BMTA on stakeholders, to suggest the model of new public management of the BMTA. This research applied the qualitative research methodology with 37 key informants. Data were collected by documentary analysis of related documents and research, an in-depth interview, and focus group discussion. 

The research results showed that: the role adjustment policy for supervising mass transit systems of the BMTA was that the BMTA is only a bus operator, and the Department of Land Transit is the only organization exclusively supervised the operation. It is a weakness in coordination. Moreover, the numbers of government officers are insufficient, and they do not have enough readiness for supervising mass transit systems. Regarding the impact of the policy of role adjustment on stakeholders, private bus operators are not ready to apply for the license of the Department of Land Transit, and the public users cannot equally access services. The model of new public management of the BMTA consists of restructuring the operation and determining the operation standard of the BMTA and developing the capability of government officers.
