Abstract

This research article has the objective 1. Experiment with an operational model for solving poverty problems. 2. Present a model for solving poverty problems under the concept of social capital in Phitsanulok Province, including Sai Yoi Subdistrict, Noen Maprang District. Chum Saeng Songkhram Subdistrict and Wang Itok Subdistrict, Bang Rakam District, because these three subdistricts have the highest statistics for the number of households and the number of poor people. This research is a collaborative effort between researcher’s local government organization The research process design uses the concept of social capital as a design framework. From the research process, this research was able to present a model for solving poverty problems under the concept of social capital, which can build both political and social trust. Having a social network and helping each other through various mechanisms that the research has designed These include information bases and systems, working groups, mechanism systems, and (draft) ordinances/municipal ordinances to alleviate poverty in the area. This can be expected to solve the problem of poverty in the area in the future.

The results of the research found that the acquisition of 1) data on poor households in the research area 2) a working group to solve problems through operational teams at the local level 3) a data system on poor households in the area which is in the form of the Line Official platform 4) (Draft) Ordinance/Municipal Ordinance to address poverty in the area with recommendations for 5) a menu mechanism for solving poverty in the area and 6) a proposal for a model for solving poverty problems under the concept of social capital in Phitsanulok Province.
