NATIONAL SECURITY ON DRUGS AND MEDICAL SUPPLIES IN TERMS OF PRODUCTION, PROCUREMENT, RESEARCH AND MEDICAL SUPPLIES IN CRITICAL SITUATION OF GOVERNMENT PHARMACEUTICAL ORGANIZATION

Abstract

This research had objectives to 1 study roles and problem state of the Government Pharmaceutical Organization (GPO), 2 study the development of the GPO and 3) propose a guideline in the development of national drug and medical supplies stability with regard to production, procurement, and research on drug and medical supplies in a critical condition, conducted by qualitative research. The researcher undertook the documentary research method by in-depth interviewing 18 key-informers, and 12 participants in focus group discussion The obtained data are grouped by using a categorization method, analyzed by using a content analysis, and verified by using a triangulation method.

Findings were as follows: 1. The GPO is considered as a quasi-governmental organization under the supervision of the Ministry of Public Health. For the 2nd objective, the findings confirmed that the GPO has a mission to meet the public health policy of the country by producing and providing drug and medical supplies with high quality. For the 3rd objective, the guidelines in the development of national drug and medical supplies stability of relevance to production, procurement, and research in critical condition in the reservation of drug and medical supplies, the GPO obtains drug and medical supplies warehouse, develops warehouse and distribution system. The precise operation based on the mentioned 7 guidelines will enable the GPO to become a main organization for drug and medical supplies stability with modernization and sustainability.
