THE STUDY OF FACTORS AFFECTING THE PROFESSIONAL LEARNING COMMUNITY IN SECONDARY SCHOOLS UNDER THE OFFICE OF THE BASIC EDUCATION COMMISSION IN THE NORTHEAST

Abstract

Objectives of this research were to study and confirm the factors affecting the Professional Learning Community in Secondary Schools under the Office of the Basic Education Commission in the Northeast. The research process was divided into four steps: Step 1: study the documents and the related research works, Step 2: Collect data through interviewing with experts and case studies of model schools in professional learning communities, Step 3: Content analysis and completeness checks, and Step 4 present a summary of the report.

The findings showed that the factors affecting the Professional Learning Community in secondary schools under the Office of the Basic Education Commission in the Northeast consisted of 5 factors which were by overall at a high level : 1) school administrators’ transformational leadership were ideological influence, Inspiration, Intellectual stimulation and consideration of individuality, 2) climate and culture included warm and supportive relationship based on the school's operational standards and environment, 3) vision, mission and strategy with creating, dissemination and explanation of why everybody in school did what they did and implementation of vision, mission and strategy, 4) teachers' mutual perception with common belief participating in work respect each other, stick to common goals, good communication and trust, and 5) school structure with chains of command, rules and practices delegation of work and decentralization was clear.
