MODEL OF PERSONNEL COMPETENCY’S DEVELOPMENT OF PHRAPARIYATTIDHAM SECONDARY SCHOOL

Abstract

The purposes of this research were (1) to study the general states and problems of personnel competency’s development in Phrapariyattidham Secondary School, (2) to study the model, theory, and Buddha Dhamma of personnel competencies development in Phrapariyattidham Secondary School, and (3) to present the model of personnel competency’s development in Phrapariyattidham Secondary School. The research methodology was Mixed Methodology. In quantitative research, the research instrument was questionnaires for 166 samples and the data analysis were descriptive statistic such as Frequency, Mean, and Standard Deviations. In qualitative research, the data were collected by In-Depth-Interview from 25 key informants and by Focus Group Discussion from 8 experts that were selected by purposive sampling. The qualitative data were analyzed by inductive inference and description. The research results were:

  1. The general states and problems of personnel competencies development in Phrapariyattidham Secondary School were: 1) the administrator aspect: administrators did not make decision and plan to develop schools and students. Some administrators could not analyze, synthesize the past teaching method and apply to the modern teaching method, 2) the teacher aspect: teachers could not make the instructional media, did not know the guidelines from supervisors, and did not improve themselves that all were the obstacles for classroom management. Teachers did not know about classroom action research methodology, so they seldom did the learner development research. Teachers always claimed that they had a lot of works, so they paid less attention to students. The relationship between teachers and communities were not good enough for development, and 3) the staff aspect: staff were not understand, and responsibility, did not flexible in their both privacy and public works. Staffs did not have skills for works and critical thinking skill, and always did the labor works,

Theory and Buddha Dhamma to develop the personnel competency’s in Phrapariyattidham Secondary School: 1) the competency theory of David McClelland’s Theory or the Iceberg Theory that consisted of knowledge, skill, social role, traits, attitude, and motives, and 2) the educational personnel competency theory consisted of the main competency, the administrator competency, the teacher competency, and the staff competency. The Buddha Dhamma that used was Iddhipada 4: 1) Chanda: will; zeal; aspiration, 2) Viriya: energy; effort; exertion; perseverance, 3) Citta: thoughtfulness; active thought; dedication, and 4) Vimamsa: investigation; examination; reasoning; testing,
  3. The model of personnel competencies development in Phrapariyattidham Secondary School was the combination among the Iceberg Theory, Iddhipada 4, and the educational personnel competency theory. The implement of these theories were the personnel development process that consisted of to find need assessment, to plan, to operate, to follow up, and to evaluate the personnel development. The desirable characteristics of the person in Phrapariyattidham Secondary School comprised of 5 aspects: 1) to be engrossed in working, 2) to be willing to work,3) to be skilled in work, 4) to work with team efficiently, 5) to be honest to work.
