A STUDY OF PROBLEMS, OBSTACLES AND GUIDELINES TO DEVELOP THE POTENTIAL OF BUDGET AND FINANCIAL WORKS IN LOCAL ADMINISTRATIVE ORANIZATIONS, AMPHOE KHLONG HAT DISTRICT, SA KAEO PROVINCE

Abstract

The objectives of this study, a study of problems, obstacles and guidelines to develop the potential of budget and financial works in local administrative organizations, Amphoe Khlong Hat district, Sa Kaeo province research were to 1) study the problems, obstacles to develop the potential of budget and financial works in the local administrative organizations, 2) compare the factors affecting the problems, obstacles to develop the potential of budget and financial
works in the local administrative organizations, and 3) seek for guidelines to develop the potential of budget and financial works. The samples used 97 respondents from proportional stratified random sampling. The tool used to collect
data was a questionnaire. Statistics used to analyze the data were percentage, mean, standard deviation, t-test, and F-test.

The research findings are as follows:

1. The level of problems and obstacles of budget and financial works in the local administrative organizations in overall were at a moderate level, except for the aspect of revenue collection which was at a high level due to lacking of
controlling.

2. The personal factors affecting the problems and obstacles to develop the potential of budget and financial works were found that gender, education level, and position had no differences, except for age and type of the local
administrative organization. 
3. The guidelines to develop the potential of budget and financial works in the local administrative organizations were found that 1) relevant agencies should inspect should be done in order to know the shortcoming and prevent the
problems, 2) training to increase the efficiency and knowledge or understanding about rules and regulations, 3) rules and regulations should be applied and to practiced and reduced malfunction.
