THE EFFECTIVENESS OF SUPPLY MANAGEMENT OF SUBDISTRICT ADMINISTRATIVE ORGANIGATIONS IN THE AREA OF RHRA NAKORN SI AYUTTHAYA PROVINCE

Abstract

The purposes of this research were 1) to study the effectiveness of  supply management of Sub-District Administrative Organizations in the area of Phra Nakorn Si Ayutthaya Province, 2) to study the factors related to the effectiveness of
supply management of Sub-District Administrative Organizations in the area of  Phra Nakorn Si Ayutthaya Province, and 3) to propose the appropriate advices for supply management of Sub-District Administrative Organizations in the area of Phra Nakorn Si Ayutthaya Province. This study was a quantitative research which was conducted by studying the sample of 175 respondents who were selected by multi-stage sampling technique from the personnel in 47 Sub-District
Administrative Organizations at the total number of 121 organizations in the area of Phra Nakorn Si Ayutthaya Province. These samples consisted of Chief Administrator of Sub-District Administrative Organizations, Chief of Finance
Divisions and Supply Official of Sub-District Administrative Organizations. The research tool was a questionnaire at the level of reliability .91. The statistics used for data analysis comprising percentage, mean, standard deviation, t-test, Ftest(One-Way ANOVA) with pair comparison by Scheffé method and Pearson  Product Moment Correlation Coefficient. The research results were as follows: 1) The effectiveness of supply management of Sub-District Administrative Organization in Phra Nakorn Si Ayutthaya in overall was at the high of justice, followed by publicize aspect, accountability aspect and transparency
aspect, respectively.
2) The factors related to the effectiveness of supply management of  Sub-District Administrative Organizations in overall was at the high level, while considered in details found that the aspect of rules and regulations was at the
highest, followed by planning aspect, personnel aspect and auditing and evaluation aspect, respectively.

3) The proposed advices from this research composed of the following elements: the procurement officials should follow the procuring regulations of Ministry of Interior on supply B.E.2535 amended to the 9th edition B.E.2553. The
conference or seminar on supply should be organized every year for the participants of supply officials of the organizations. The supply officials should be  able to propose, to acknowledge on the problems of supply in each unit regularly.
They should participate in supply policy formulations and it should be strictly enforced.
