GOOD GOVERNANCE OF FISCAL ADMINISTRATION IN LOCAL ADMINISTRATIVE ORGANIZATIONS

Abstract

The problem of Good Governance in fiscal administration of Local Administrative Organizations is a significant problem of local administrative system. The causes of the problem came from three aspects; the first the problem from the state, the problem from local administrative organizations and the problem from people. The approaches to the solutions of the problems were that; the problem from state, there should be reform of policy and related laws of local administrative organizations based on clear, appropriate and just decentralization, especially the local taxation so that the local administrative organizations would have enough budgets to run their own activities without depending on the budget from the central government as it is at the present. As for the problem from local administrative organizations is the problem of good governance development of the organizational leaders and the administrative system, how to manage them to be under the good governance in the real sense by applying the system from Buddhism and to push the good governance into law. As for the problems from the people; the real core of the problem is to create public participation and learning society by sharing the use of natural resources and building up the public network to create strong participatory society to build up the sense of belonging to the locality of one own.
